Millar Merrigan was founded in 1966 and incorporated in its present name in 1973. Since then the firm has evolved into an integrated and multi-disciplinary organisation. As consultants, Millar Merrigan have completed projects throughout Australia involving many facets of the development industry. We specialise in professional services to the Land Development industry, and are geared to service a broad client base, from everyday problems to planned communities.
Millar Merrigan provide a range of integrated professional services in the areas of Project Management, Urban Design, Town Planning, Civil Engineering, Land Surveying, Asset Recording, Building Design and Landscape Architecture. We believe that having the combination of the above disciplines under the one roof gives our company an advantage in being able to produce innovative design solutions that are also practical and cost effective. Millar Merrigan provide a ‘one stop shop’ for all your development needs or we can assist in specific areas as a part of a project team.
We have had substantial experience in working with other design professionals. We acted as consultants in conjunction with the architects, McIntyre Partnership in the development of the Dinner Plain Resort at Mount Hotham and we acted as the surveyors and civil engineers for the Wyndham Waters Estate at Truganina.

Millar Merrigan have been recognised in design awards from the Urban Development Institute of Australia (Vic) and have received awards for three projects since the awards started in 1996. One of these projects was the Forest Gardens Estate, Forest Hill, which won the Best Medium Density Development in Victoria in 1997. We acted as consultants from the inception of the project through to completion and undertook the Urban Design, Landscape Design, Town Planning, Engineering and Surveying. Innovative and sustainable
We pride ourselves on delivering unique solutions to development problems. Our innovative approach is a product of our experienced staff and an understanding of the various disciplines involved in land development. For example, we were one of the first Australian land development consultancies to add landscape architecture as an integral part of our business. Other innovative initiatives include:
- Implementation of the first fully brick paved estate in Victoria
- In collaboration with Nubrick, development of a brick kerb unit that has now been used extensively in the industry
Millar Merrigan strives to utilise emerging technology to improve efficiency and further streamline the development process. Our focus is on energy and resource conservation, particularly in areas such as WSUD, and sustainable designs that meet current demands while protecting the future generations.
Millar Merrigan has an established industry reputation for quality of service throughout the development industry and in particular with various State and Local Government authorities, the various services authorities and with private corporations, with which we have been associated.
Our key personnel are committed professionals with appropriate qualifications and significant experience in major land development projects. Our Engineers are members of Institute of Engineers Australia, Stormwater Institute of Association Victoria (SIAV) and our Landscape Architects are members of Australian Institute of Landscape Architects (AILA).
In addition, Millar Merrigan is a member of Urban Development Institute of Australia (Vic), Association of Land Development Engineers (ALDE), Association of Consulting Surveyors of Victoria (ACSV), and the Institute of Surveyors of Victoria (ISV). Our employees are also members of various professional bodies.
Millar Merrigan has completed various development assessments for the Department of Treasury and Finance to assist in the valuation of surplus government land. We are currently listed as one of the department’s principal consultants for development assessments, which includes preliminary planning, assessment of development potential, servicing assessment, feasibility studies, and reports and recommendations. We have also had a long association with VicRoads providing preliminary planning, development assessment and feasibility services for compensation assessment associated with compulsory acquisitions.
Millar Merrigan has had a long association with the former Urban Land Authority (ULA) and has been engaged as Town Planning, Engineering and/or Surveying consultants. We have also carried out a number of design contracts with Councils including Yarra Ranges, Moonee Valley, Darebin, Whittlesea, Maribyrnong, Alpine and Delatite, plus various direct design commissions for VicRoads and other Government Authorities.
