A decade of transformation in Traralgon North

For over a decade, Millar Merrigan has played a pivotal role in the Traralgon North Development Plan, shaping Traralgon’s future. Our involvement in 3 key estates – The Rise, Silverwood and Franklin North – shows our commitment to delivering exceptional outcomes.
Works within the Traralgon North Development Plan began 12 years ago, with our involvement beginning before its inception. Our initial work involved creating a development plan that was adopted by the local Latrobe City Council, forming a development plan to be used by developers, outlining necessary services and infrastructure required to develop the area of land in a considered and coordinated manner.
This work has significantly shaped Traralgon and continues to impact future growth of this area, moving from a small regional town to a destination Gippsland location featuring considered amenities that people want to live near.

A journey of transformation
Millar Merrigan has been involved in the transformation of 3 developments led by separate developers.
Our team has been at the forefront of works in this transformative development plan, delivering almost an entire development front. The project started when there was no development plan, no zoning and no permits in place which supported or enabled the precinct.

Today, we are proud to see the area truly transformed, with over developed, a Coles and local shopping precinct and parks and recreation areas throughout the estates. With 1500 lots throughout all developments, there’s even more change to come for the budding community.
The extent of change is remarkable: an aerial overview alone gives an insight into just how much work has gone into this project.
Narrowing down: the sites and teams involved
Several key individuals have contributed to the success of the Traralgon North Development Plan area, including Jack Tatterson.
Jack has had a major role in the project, being involved since he began at Millar Merrigan in 2017. He has notably been a leader last year in the delivery of the catchment sewer pump station and 4 stages of residential development in 2024 alone!
The Rise Estate

With this development featuring a brand-new Coles supermarket, local specialty stores and a children’s early education centre, convenience is literally just around the corner for residents.
The size of lots throughout the development varies, providing an opportunity for people to buy and build on land varying from approximately 400m2 up to almost 1000m2. This lends the area to providing for a variety of lifestyles and life stages, giving opportunity for a varied and active community to form.

This development also features Millar Merrigan’s second floating wetlands design. This water sensitive urban design implementation looks to maximise treatment efficiency, as both plants within the wetlands and at the perimeter can treat water.

Silverwood Estate
Silverwood Estate is situated between the other 2 key estates within the Traralgon North Development Plan, with combined reserves on its eastern and western sides which connect to The Rise and Franklin North respectively.
The large reserve on the eastern side features large, mounted garden beds.

An exciting addition to this site is the public-use mini golf course, set to be available from late 2026. Right next to a public barbecue and seating area overlooking the reserve, this mini golf space will provide the local community with a great resource and activity.
Franklin North
Franklin North’s development was built on a strong foundation and reputation, with the developer having also delivered Franklin Place, another premier development in Traralgon just south of the Traralgon North Development Plan.
This development features a large playground suitable for multiple ages with its variety of equipment. It will soon be available for all members of the surrounding communities, once soft fall is installed!




Looking ahead
A significant milestone this project is waiting to see is the opening of a major signalised intersection at the corner of Maffra Road, connecting Marshalls Road to Traralgon-Maffra Road. This intersection is the last piece to be opened, marking the near-completion of this project.
As we finish with infrastructure works at these estates, we look forward to seeing each development continue to sell and develop the land. Stages will continue to be released while all current residents get to enjoy the conveniences of living in a fully serviced and accessible community.
As Traralgon North continues to develop, we look forward to seeing works begin north of the Traralgon North Development Plan, with the Baldwin Road Development Plan currently under consideration with Latrobe City Council.
This area contains 3 main parcels of land, with 2 of our clients from the Traralgon North Development Plan also owning these parcels. We look forward to continuing to work with these clients, with the last decade of our success together providing a positive outlook for the next decade!
This new development plan area will transform the previously farming-zoned land into more residential housing, supporting the increase of people in Traralgon, which is expected to see over 30% increase in population growth by 2041.
