David Frazzetto
BEng (Civil) (Hons) (MIE)
David joined Millar Merrigan in 2005 he has over 15 years experience in the civil design and project management of land development and minor & major infrastructure projects, including major road upgrades. David is responsible for the delivery of civil projects from inception to finalisation including liaison with clients, service authorities, Councils and contractors, project management, feasibility studies and design checking.
John S. Powell
John is the Senior Design Draftsperson with the company and has had 40 years experience in the civil engineering industry. John joined the company in 1986 following a long career as Senior Engineering Designer for various municipalities including Sunshine, Springvale, Croydon, Diamond Valley and Nunawading and a period with the MMBW and private consultants. He specialises in all aspects of engineering design. John has obtained accreditation under the Melbourne Water Design Accreditation Training Course.
John R. Knibbs
Dip CE, CE
John is the Senior Design Engineer for the company and has had extensive experience over the past 34 years. John was previously Deputy City Engineer for the City of Moe , Private Streets Engineer at the Shire of Lillydale and an associate with A.G. Dennis Pty Ltd. He has been with the firm since 1986 and specialises in all engineering design aspects of land development. John has obtained accreditation under the Melbourne Water Design Accreditation Training Course.
Christopher Constantine
Civil Engineer

Christopher joined Millar Merrigan whilst completing his studies at Monash University in 2008 and after successful rotations within the Engineering Design, Engineering Construction and Planning departments, joined Millar Merrigan in a full time capacity in late 2009. Completing a Bachelor of Engineering in discipline of Civil with honours, Christopher has worked in a capacity as a design and construction engineer on Water Sensitive Urban Design (WSUD) for Melbourne Water and residential developments of various sizes. He has experience with AutoCAD, 12D and numerous drainage design programs including the Model for Urban Stormwater Improvement Conceptualisation (MUSIC).
Daniel Fokkens
BEng (Civil)(Hons), GradIEAust
Daniel graduated from Monash University in 2007 having successfully completed a degree in Civil Engineering. Daniel joined Millar Merrigan in November 2005 as a Construction Engineer whilst finishing off his studies. His current focus at Millar Merrigan is on designing and implementing WSUD in residential and industrial subdivisions. In early 2008, Daniel completed a course of study in Stormwater Engineering: Concept and Functional Design of Systems by Clearwater and recently attended a seminar on Gaining Organisational Support for WSUD. Daniel’s skills include design, MUSIC analysis, tender and contract documentation, contract administration and construction supervision.
