Simon has 16 years experience in the development industry with expertise in surveying and a thorough understanding of the planning and engineering aspects of the industry. Simon started the landscape design section of the company in 1994 and has gained experience in landscape design, contract documentation and supervision in over 150 industrial, commercial and residential projects.
Simon has added creative flare to the company, which coupled with his practical background and ability to work with engineering and planning professionals, leads to innovative and achievable design solutions.
Grad Dip U & RP, LS, MIS (Aust)
Peter is the founding Director and Principal Town Planner with involvement in all facets of the firms operation. He founded the company in 1966 and has over 40 years experience in the industry. He specialises in the development planning, development approvals, appeals and panel hearings.
Peter has contributed his urban design skills to innumerable projects and now regularly provides advice regarding urban design issues to both private developers and Government authorities, including the Valuer Generals Office. His extensive knowledge of all aspects of the land development industry and practical clear thinking approach, provides an excellent background for advising clients on solutions to the increasing range of decisions that they face.
Jamie is the Engineering/Quality Assurance Manager with control over the company’s Quality Assurance system and Engineering Division. He commenced with the firm in 1981 and has had 26 years experience in the development industry. Jamie has expertise in the areas of project management, feasibility studies, engineering design and administration of subdivisional applications encompassing the procedures required under the Planning & Environment and Subdivision Acts.
BEng (Civil), MEAust, CPEng
Mike is the Engineering Director and Principal Engineering Consultant with control over the administration and management of the Engineering Division. He specialises in project management, contract administration and supervision of major developments. Mike has over 30 years professional experience and joined the company in 1985 from an extensive background with VicRoads and private consultants.
Michael is a Development Consultant who specialises in the project management of smaller subdivisions in the local area. He joined the company in 1980 as a Survey Assistant and has developed excellent knowledge of all aspects of surveying related to the land development and subdivisional process.
In 2003, Michael crossed over to the Planning Department and has been integral in seeing the department expand from a staff of 7 to a team of 30 well trained, highly focused professionals involved in all aspects of the development process from inception through to completion. Michael oversees the day to day running of the department and together with Duncan van Rooyen manages all of the medium density developments and smaller subdivisions undertaken by the company.
Duncan van Rooyen
Duncan is a Project Manager who specialises in medium density land and unit development.
Duncan started at Millar | Merrigan 2003 as a Surveyor’s Assistant and in that time has gained an excellent understanding in all facets of Land Development. He understands that his clients are the most important part of the business and strives to deliver excellent results and outstanding service.
B App Sc (Urban Design Planning)
Mandy is a qualified Town Planner / Urban Designer who has been a valuable member of the Millar | Merrigan Planning Team since mid 2003. She is a valuable asset to the company and deals with a wide range of projects offering excellent communication skills as evidenced by her strong working relationships with other consultants, Council planners and her own clients. Mandy has extensive experience in report writing, urban design and plan preparation and has been pivotal in developing our 3D capabilities.
Her main interests lie in Masterplan Design, urban renewal/infill development and the implications of bushfire risk on development. Mandy has completed a course for Planning in Bushfire Prone Areas (UTS) and prepares Bushfire Management Statements.
BLArch, Cert IV LC&D, Cert IV WPT&A
Lynne joined Millar | Merrigan in 2003 and has over 10 years experience in the Landscape Design area and four years experience in the development industry. Her interests lie in sustainable design and creative solutions. Lynne has recently completed a course in wildfire management.
Dip Arch, Reg Architect, RAIA
Neville joined our company in 2001 and provides concept design for a range of developments, including individual and multiple housing developments, retirement villages, commercial and industrial projects. Neville has 50 years experience in architecture, both in Australia and overseas. His expertise is in concept and detail design in a broad field of building types that relate sympathetically to the landscape and the environment.
Tim is the survey manager and has been with Millar | Merrigan since 1997 where he started as a Survey Assistant. He organises and manages the day to day activities of the survey staff. Tim also had 5 years experience working within the Asset Recording Department doing survey field work, drafting and project management.

Brad has been with Millar | Merrigan since 1984, obtaining registration as a Licensed Surveyor in 1991. Brad is responsible for the overall performance of the survey team.

Geoff joined Millar | Merrigan in 2004 after qualifying as a Licensed Surveyor in 2003. Geoff has experience in all aspects of surveying including field surveys and plan preparation utilising the latest software. Geoff also has particular expertise in utilising Global Positioning Systems and robotic total stations as valuable tools in modern surveying.

Leah joined Millar | Merrigan in 2006, after completing her degree at RMIT University. Since then Leah has gained experience in all aspects of title surveying and land subdivision and obtained registration as a Licensed Surveyor in early 2013.
Tony has been with Millar | Merrigan since 1985, progressing from survey assistant to senior field surveyor. Tony is proficient in the use of robotic total stations and GPS equipment to achieve rapid, accurate and economical surveys.

David joined Millar | Merrigan in 2005 and has over 15 years experience in the civil design and project management of land development and minor and major infrastructure projects, including major road upgrades. David is responsible for the delivery of civil projects from inception to finalisation including liaison with clients, service authorities, Councils and contractors, project management, feasibility studies and design checking.

George is an experienced senior design engineer and project manager who has been involved in a broad scope of the civil engineering industry since 1989. Within this period George has successfully detail designed and delivered a diverse variety of projects including commercial and industrial developments, residential subdivisions, water authority reticulation assets and local government infrastructure.
BEng (Env) (Hons)
Mayuraj completed the multidisciplinary degree of Environmental Engineering at Monash University in 2008. He spent 2 years in Rural Victoria gaining valuable experience in a wide variety of Environmental and Civil Engineering projects. He joined the Millar | Merrigan team at the beginning of 2011 and has worked on several Land Development projects since. His skills include civil design, 12D, AutoCAD, MUSIC analysis, EMP, report writing authority liaison, tender and contract documentation.

Pauline is an Engineering Design Supervisor and Project Manager with over 25 years experience in the industry. Pauline’s experience covers all aspects of major and minor land development projects. Her current passion is providing design advice for delivering the most cost effective engineering aspects for medium density land and unit developments. This includes vehicle access including CFA, service coordination, WSUD design, storm water detention design, AS3500 design, water authority asset extensions for sewer and water and waste management plans. Pauline joined Millar | Merrigan in 1993 after previous experience in local government and other consultancies.

Daniel completed a degree of Engineering at Swinburne University of Technology in 2007. He has spent 5 years gaining valuable experience in a wide variety of Civil Engineering projects including Land Development, Retarding Basins & Wetlands. He joined the Millar Merrigan team at the beginning of 2011 and has worked on several Land Development projects since. His skills include civil design, 12D, AutoCAD, AutoTurn, HEC-RAS analysis, PC Convey, authority liaison, tender and contract documentation.

Steve is the Senior Construction Engineer for the company and has over 20 years experience in the civil engineering industry. He joined the company in May 2000 after obtaining construction and maintenance experience with Shire of Waranga, Vicroads, Baulderstone Hornibrook (major arterial road construction) and Parry Fraser & Jones (land development consulting).

Chris joined Millar | Merrigan whilst completing his Bachelor of Engineering (Civil) at Monash University in 2008. After successful rotations within the Engineering Design, Engineering Construction and Planning departments, Chris joined Millar | Merrigan in a full time capacity in late 2009. He has worked as a design and construction engineer on Water Sensitive Urban Design (WSUD) for Melbourne Water and residential developments of various sizes. Chris has experience with AutoCAD, 12D and numerous drainage design programs including the Model for Urban Stormwater Improvement Conceptualisation (MUSIC).

Scott began working with Millar | Merrigan in 2011 and has brought his engineering skills to bear in working closely within the urban design team. He completed a double degree in Civil Engineering and Science at Monash University in 2010. Scott has experience across the varying disciplines of Civil Engineering and his skills include civil design, 12D, AutoCAD, MUSIC analysis, cost estimation and report writing.

Sean has over 25 years experience working for Millar | Merrigan as a surveyor and in asset recording. Sean is experienced in all types of field surveying and plan preparation. Since 1995 Sean has run the asset recording department and is responsible for all aspects of survey, plan and data preparation as required by various authorities. Sean has also taken a lead role in assisting authorities in developing a system for recording drainage assets for local councils as part of DSPEC.
Phil has worked in the industry as a Surveyor and Works Surveyor for over 30 years and has acquired an excellent reputation in the construction industry. He joined the Asset Recording team at Millar | Merrigan in 2012. Phil has experience in a wide variety of survey work predominately in the water industry. Phil carried out the original design survey and was then involved in the set out for the construction of Lilydale Lake.
